EFEKTIVITAS PERATURAN DAERAH NOMOR 2 TAHUN 2020 TENTANG PENANGGULANGAN KEMISKINAN (Di Desa Kedungrejo Kecamatan Muncar Kabupaten Banyuwangi)

Poverty is still one of the main problems in every region in Indonesia. With the Regional Regulation of Banyuwangi Regency Number 2 of 2020 concerning Poverty Reduction, it is expected to reduce the poverty level in the Banyuwangi area. The success of poverty alleviation is not only influenced by the vulnerability and vulnerability of the community to become poor, but also the implementation of poverty reduction programs. The purpose of this study is to determine the implementation and inhibiting factors of the implementation of Banyuwangi Regency Regional Regulation Number 2 of 2020 concerning Poverty Reduction article 16 letter a reviewed through the Family Hope Program (PKH) in Kedungrejo Village. The method used is empirical juridical research, which examines applicable legal provisions and sees what happens in reality in society with the intention of finding facts that occur in society with data collection techniques through interviews, observations, looking for legal materials using laws and regulations, books, and journals related to this research. This study resulted in several conclusions: First, the implementation of local regulations of Banyuwangi Regency is effective in poverty reduction in Kedungrejo Village. With this regional regulation, it helps rural communities to fulfill basic rights, reduce the burden of living, and improve the quality of life of the poor in Kedungrejo Village. Second, the inhibiting factor in the implementation of this regional regulation is often the problem of incompatibility of beneficiary data due to the length of updating beneficiary data. Suggestions from this study are expected to be evaluated by law enforcement in the implementation of Banyuwangi Regency Regional Regulation Number 2 of 2020 concerning Poverty Reduction in Kedungrejo Village, especially in the PKH program and the implementation of this regional regulation. Furthermore, the village apparatus more often holds village deliberations to avoid data collection errors and obtain the latest poverty data from the people of Kedungrejo Village.
