Abstract
Child Friendly District is a child rights-based regional development policy in the form of responsibilities handed over by the Ministry of PPPA to the Region as a manifestation of the values of the child rights convention referred to by UNICEF. Magetan Regency has now carried out the mandate of child rights-based development through Regional Regulation Number 1 of 2022 concerning Child Friendly Districts. According to George Edward III, there are four things that must be considered, namely Communication, Resources, Attitudes and Bureaucratic Structure. This research uses descriptive qualitative methods to explain how the Implementation of Regional Regulation Number 1 of 2022 concerning Child Friendly Districts in Magetan Regency and to find out the supporting and inhibiting factors of the policy. The research subjects included the Magetan Regency Children's Forum, the Head of the PPKBPPPA Office of Magetan Regency, the Head of the PPPA Division, Counselors, Family Planning Field Officers and Parents of the Magetan Regency Children's Forum. Data collection is done by observation, interview, documentation. The results showed that the implementation of the Child Friendly District Policy in Magetan Regency is quite satisfactory, but there are still some notes for future program improvements. This regulation requires more support at the village level. In addition, the KLA Task Force as a Policy Implementer requires another development paradigm. This is because child rights-based development in Magetan Regency still focuses on physical facilities and infrastructure, human resource development with training and socialization is still lacking, as a result this policy has not been able to have an impact on the grass root mindset.
