Abstract
Land is an important element in life, and has high economic value, therefore in society there is still widespread buying and selling of land with certificates that have not been renamed or Letter C where land registration has not been carried out, this can cause difficulties for new buyers, because The author wants to raise this problem with the aim of finding out what solutions can be sought in resolving this kind of problem. The research method that the author used was Empirical Juridical and conducted research at the Sri Utami Notary Office, S.H. located in Pamekasan Regency and data collection techniques using interviews and observation. In this research, researchers used Law Number 5 of 1960 concerning Basic Agrarian Regulations and Government Regulation Number 24 of 1997 concerning Land Registration to strengthen this research. The results of this research are that some people still do not comply with the rules regarding changing the name of a certificate, they should change the name first with the first seller and then they can resell it to someone else, of course this is not in accordance with UPPA Article 15 which instructs us to maintain the land, maintaining the land is the same as guaranteeing certainty of rights to the land. Many of them reasoned that they wanted to resell the land without paying taxes, so that all taxes would be borne by the newest buyers and the party who would suffer the most losses would be the newest buyers. The effort to resolve this problem is that the seller must match the newest buyer with the previous land owner, but there are various kinds of difficulties that could arise, such as the previous owner living outside the city or even having passed away.
