INVOLUSI PEMBERDAYAAN MASYARAKAT DALAM PENGUATAN EKONOMI RUMAH TANGGA EKS GELANDANGAN DAN PENGEMIS DI KAMPUNG TOPENG, KOTA MALANG

A phenomenon found in urban areas is the problem of homelessness and begging. Based on this, the Ministry of Social Affairs released the Desaku Menanti program to tackle the problem of vagrants and beggars, Malang City became one of the areas that implemented the Desaku Menanti program through empowering former vagrants and beggars in Kampung Topeng, but in 2020 the Desaku Menanti program experienced involution. This research aims to describe the form of community empowerment involution in Kampung Topeng and to describe the dimensions that cause community empowerment involution in Kampung Topeng. The approach in this research uses a qualitative approach with a type of case study research, the technique of determining the subject in this research uses a purposive technique. The results of this study show that the form of community empowerment involution in Kampung Topeng is 1) the cessation of tourist destination activities, 2) the cessation of training and routines for cooking food and making masks. Then the dimensions that cause involution are from the side of the empowerment implementer: 1) policy dimension, 2) human resource dimension, 3) collaboration or cooperation dimension, 4) demographic dimension. Dimensions from the empowerment target side, namely: 1) cultural dimension and 2) skill dimension.
