Abstract
The Regional Disaster Management Agency (BPBD) is a government agency that has the task of handling disasters both from pre-disaster (preparedness factor), during disasters (disaster emergency conditions), post-disaster (recovery phase). This agency has several functions including coordination functions, command functions, and control functions. Creating a user interface design and user experience of the BPBD Batu City disaster data management system in the form of a website. Creating a user interface design and user experience of the Design Thinking approach system. Design Thinking is done to explore the problems/needs faced by the target users so that they can determine the best solution to solve them. This method is very useful for solving complex problems. The design thinking method has a series of processes, namely empathize, Define, Ideate, Prototype, and Test. empathize which is a stage that aims to find out the needs of users based on how users view a system. At the define stage, it is necessary to create a user persona. Ideate is a stage to find or find solutions to problems faced by users. Prototype is a sample description that will be tested to users who can later validate the implemented solution. A test is conducted to test the prototype with usability testing and System Usability Test (SUS). The System Usability Scale (SUS) which is carried out for calculations at the usability testing stage produces a value of 75.5 which is included in the "C" category which means "Good". Furthermore, the results of usability testing prototypes with the maze application show results with a value of 87. Based on the results obtained, the use of the design thinking method in making the BPBD Batu City disaster report system prototype can be said to successfully meet user needs.
