PERAN THE COUNCIL OF EUROPE TERHADAP PERLINDUNGAN HAK ASASI MANUSIA DI JERMAN TERKAIT PENANGANAN KASUS ISLAMOPHOBIA

Islamophobia is a problem in the European Union, especially in Germany. Islamophobia is a form of hate speech aimed at Muslims because of fear and hatred which refers to discriminatory treatment. The Council of Europe as the highest council of the European Union is involved with Islamophobia in Germany through an independent body under the auspices of the Council of Europe called ECRI (The European Commission Against Racism and Intolerance). ECRI's task is to carry out supervision and observation, followed by providing recommendations through reports issued by ECRI. Collaboration between ECRI and Germany is carried out so that handling Islamophobia can be carried out through effective programs. So this research will answer the role of ECRI in handling cases of Islamophobia in Germany. This research uses qualitative descriptive research, with data collection techniques using literature study, then analyzed using the theory of liberal institutionalism and the concept of international organizations. The findings in this research explain the role of the Council of Europe through ECRI in protecting human rights in Germany regarding handling cases of Islamophobia. Germany's collaboration with ECRI is carried out through a program recommended by ECRI for Germany where progress in handling this case is summarized by ECRI in regular reports as a result of monitoring from year to year containing recommendations and progress in handling cases of Islamophobia in Germany.
