Abstract
Tourism is something that every individual is interested in, because it can eliminate boredom and develop creativity and can support an individual's productivity. Tourism has been recognized as the largest industry of this century, judging from various indicators of world development, in the coming years the role of tourism will increase. Blitar Regency is very rich in potential natural beauty which can be used as a tourist attraction and has opportunities to be developed. This can be seen, almost every sub-district has tourist attractions/tourist attractions, whether in the form of historical heritage sites, natural attractions, beaches. Unfortunately, in 2019 a pandemic occurred that shook the world. The pandemic is the emergence of the Corona Virus with the Latin name corona virus disease 19 (Covid 19). The pandemic threatens various economic, social, political and tourism sectors in a country. Indonesia is one of the countries affected by the pandemic, especially in the tourism sector. Research data was collected through interviews and field observations, then analysis was carried out in depth, the theory used as a theoretical basis was Talcot Parson's Structural Theory of AGIL Functionalism Talcot Parson's Structural Theory of Functionalism
