Abstract
This study aims to analyze the role of the Malang Regency Communication and Informatics Office in the digitalization of public services to support the implementation of a Smart Regency. The research is motivated by the need to improve the quality of public services, realize good governance, and utilize information and communication technology (ICT) within the framework of the Electronic-Based Government System (SPBE) and the Malang Regency Smart Regency roadmap. The study employs a descriptive qualitative method conducted at the Malang Regency Communication and Informatics Office, using primary data obtained through observation, interviews, and documentation, as well as secondary data from official documents and relevant regulations. Data were analyzed through the stages of data reduction, data display, and conclusion drawing using a descriptive-analytic approach. The findings indicate that the Office acts as a regulator, dynamizer, and facilitator in the digitalization of public services through the formulation of SPBE and Smart Regency regulations, provision of ICT infrastructure, development of digital service applications such as Desaku Tuntas and SI-MAMA, and strengthening the capacity of government apparatus human resources. The implementation of these policies has increased the number of digital services, accelerated service delivery times, expanded service access to the village level, and promoted transparency and accountability in local governance. However, challenges remain, including uneven readiness among government units and villages, limited digital literacy in segments of society, and suboptimal utilization of digital systems in all areas. Overall, the role of the Communication and Informatics Office is significant in supporting the realization of a Smart Regency in Malang, although further strengthening of coordination, outreach, and equitable digital infrastructure is still required.
