Abstract

Digital transformation in the public sector has increased the demand for civil servants (Aparatur Sipil Negara/ASN) to develop sufficient digital competencies in order to carry out their responsibilities in a more effective and efficient manner. Nevertheless, in practice, there is still a gap in digital skills among employees that can affect employee performance in completing technology-based work. This study aims to examine the influence of digital skills on employee performance, the influence of organizational culture on employee performance, and the role of organizational culture as a moderating variable in the relationship between digital skills and employee performance among employees of the Department of Trade of Hulu Sungai Tengah Regency, South Kalimantan, Indonesia. The research applied a quantitative causal approach. Data were obtained through structured questionnaires distributed to 97 respondents consisting of ASN, contract employees, and outsourced staff selected using purposive sampling techniques. The data were analyzed using Moderated Regression Analysis (MRA) with the assistance of SPSS software. Nevertheless, the inferential study reveals that employee performance is not statistically significantly impacted by digital skill. In a similar vein, employee performance is not greatly impacted by corporate culture. Additionally, organizational culture is categorized as homologizer moderation because it was found to neither improve nor weaken the association between digital skills and employee performance. This finding indicates that digital skills are an important factor in supporting the effectiveness, efficiency, and quality of getting work done, while organizational culture has not yet reached a level of adaptability capable of converting digital competence into significant performance improvement.
