Abstract

This study aims to analyze the success factors and challenges of
implementing Special Land Financial Assistance in Sleman Regency, specifically
in Triharjo, Pondokrejo, Glagaharjo, and Caturharjo Villages. A qualitative
descriptive approach was used for data analysis. Edward III's concepts and theories
encompass an analysis of the communication, bureaucratic structure, resources, and
disposition dimensions.
The results indicate that the implementation of the Land Financial
Assistance Program in Sleman Regency has generally proceeded quite well, as
evidenced by a clear bureaucratic structure, operational procedures, and relatively
effective inter-agency coordination. In terms of communication, the socialization
and planning processes have been implemented, although challenges remain in
disseminating information evenly to the public.
In terms of resources, community participation and budget support are
adequate, but there are still limitations in human resource capacity. In terms of
disposition, the commitment of program implementers is considered good, but
various problems remain, such as technical constraints in the agriculture and
livestock sectors, unstable product prices, and limited innovation at the village
level. Overall, this program has had a positive impact on improving community
welfare, although it still requires strengthening in technical aspects, human resource
capacity, and program sustainability.
