ANALISIS UPAYA PEMERINTAH KOTA BIMA DALAM MENCEGAH GUGATAN ATAS ASET TANAH MILIK DAERAH (STUDI PADA PEMERINTAH KOTA BIMA)

This research is motivated by the high potential for land disputes involving local government-owned assets due to weak administrative management, legal uncertainty, and overlapping land data which has an impact on the emergence of lawsuits from the community, especially in Bima City. This study aims to analyze the factors that cause lawsuits against land assets owned by the Bima City Government and examine the preventive efforts made to avoid these disputes. The research method used is empirical juridical with a qualitative approach through field studies, including the stages of primary data collection (interviews) and secondary data (literature studies), with the object of research on the Bima City Government. The results of the study showed that lawsuits were triggered by weak asset administration, low land certification rates, and historical and social factors, while government efforts included administrative structuring, asset security, and strengthening legal protection. The conclusion of this study emphasizes that orderly, systematic, and legal certainty-based asset management is the main key in preventing disputes and improving legal protection for regional assets.
