Abstract

The presence of Indonesian migrant workers (PMI) in Malaysia raises various issues, one of which is related to the fulfillment of educational rights for undocumented PMI children. The absence of population documents prevents these children from accessing formal education in Malaysia, leaving them vulnerable and marginalized. In response to this problem, the Indonesian Government, through the Indonesian Embassy (KBRI) in Kuala Lumpur, is striving to provide access to non-formal education through a guidance center program supported by various parties. This study aims to analyze multistakeholder efforts to improve access to education for undocumented PMI children in Malaysia through guidance centers. This study uses a descriptive qualitative method with data collection techniques based on literature studies and online sources. The research analysis uses stakeholder theory and the concept of collaborative governance. The results of the study show that efforts made by multi-stakeholders in the guidance studios, such as conducting teacher training, providing facilities and infrastructure, increased the number of guidance studios from 22 in 2022 to 64 guidance studios with a total of 2,199 students in 2025. The Indonesian government, guidance studio managers, community organizations, and diaspora communities play an important role in expanding access to education and maintaining the sustainability of the guidance studio program for PMI children.
