Abstract
Stunting is a chronic nutritional problem that remains a serious challenge in Indonesia, including in the city of Batu. This study aims to analyze the transformation of local government programs in addressing stunting in the city of Batu and to identify factors hindering program implementation at the community level. This study employs a qualitative approach using descriptive methods, involving data collection through in-depth interviews, observations, and a documentary analysis of policy documents, program reports, and stunting data. The research subjects are focused on the Batu City area, taking into account the dynamics of the stunting intervention program’s development from 2021 to 2025.
The research findings indicate that the Batu City government, through the Health Department, has gradually transformed its programs from the Stunting Management Nutrition Post Program (Pozting), established in 2021, which evolved into the Ananda Bergizi program, the Foster Parents for Stunted Children Program (BAAS), and finally into the Pozting Class, which began in 2025. This transformation reflects a shift in perspective from community-based interventions to interventions that are more focused on families at risk of stunting. This shift involves increased cross-sectoral integration, improved coordination mechanisms among local government agencies (OPDs), and an enhanced monitoring and evaluation system that employs a household-based approach.
These program transformation efforts contributed to a decline in the stunting rate in Batu City from 13.8% in 2022 to 10.13% in 2024. Nevertheless, the program transformation still faces several constraints, including program changes occurring too rapidly without a comprehensive evaluation of previous programs, limited human resources among health workers, cross-sectoral coordination that is not yet fully effective, and low community participation and understanding of the program. Therefore, comprehensive planning, consistent implementation, evidence-based evaluation, and policy sustainability that is not solely dependent on program changes are required so that stunting management in Batu City can achieve optimal and sustainable results.
