Abstract
In the case of Rohingya, ASEAN and its members are faced with a dilemmatic decision between the supremacy of sovereignty (the principle of non-intervention) or the supremacy of Rohingya's universal human rights in their efforts to maintain stability and peace in the Southeast Asian region. This is an interesting issue to study because it relates to the debate in the English School theory, which focuses on international order that prioritizes sovereignty and international justice that prioritizes universal values in international relations. This research aims to analyze the factors and reasons for the creation of international order in the Southeast Asian region with a case study of Rohingya. This research is an explanatory research with deductive qualitative analysis. The research data is collected through library research. The result of this research is that the characteristics of ASEAN's plural, Westphalian, and state-centred international community support the establishment of international order in the Southeast Asian region in the Rohingya case. This international order is formed through adherence to the principle of non-intervention, respect for sovereignty, and the prohibition of the use of force, which is reflected in the actions and responses of ASEAN and its members in resolving the Rohingya. The reason behind the adherence to the principle of non-intervention is to maintain the bonds of solidarity and harmonious relations between members. The international order created in the region continues to be a platform for human justice. In this case, ASEAN acts as a platform to discuss and find solutions to the Rohingya problem.
