Abstract

This study aims to identify risks occurring in third-party logistics (3PL) services at PT Sinar Pagi and to determine risk management priorities using the House of Risk (HOR) method. The study was conducted on the processes of loading preparation, loading, shipping, unloading, and handover. The research methods employed were qualitative and quantitative approaches through interviews and the distribution of questionnaires to parties involved in the company’s logistics activities. Analysis was performed using House of Risk Phase 1 to determine the Aggregate Risk Potential (ARP) value and identify priority risk agents, followed by House of Risk Phase 2 to determine the most effective mitigation strategies. The research results indicate that operational risks are influenced by human factors, work methods, the environment, communication, and technical constraints during the shipping process. Based on the analysis, several mitigation recommendations were identified, such as improved coordination, operational oversight, evaluation of work procedures, and enhanced resource readiness. These mitigation strategies are expected to reduce potential risks and improve the quality of the company’s logistics services.
