Abstract

This study evaluates the implementation of Supply Chain Management (SCM) at PT Andara Cantika Indonesia, a perfume contract manufacturing company operating under a make-to-order system, using the CIPP (Context, Input, Process, Product) evaluation model with a qualitative approach. Data were collected through interviews, observations, and documentation involving seven informants. The findings indicate that SCM implementation is generally well-structured across upstream, internal, and downstream activities. However, several challenges remain, including uncertain supplier lead times, diverse client demands, limited human resource capacity, restricted warehouse space, and the lack of real-time system integration. Procurement, production, and distribution processes have followed established procedures, although production scheduling and supplier coordination require improvement. Product quality is maintained through SOP implementation and supervision, but on-time delivery is still affected by unstable raw material supply. Improvements in supplier management, human resources, facilities, and information system integration are recommended to enhance supply chain performance.
