Abstract
Slum settlements are a major problem in sustainable development targets, this requires improving the quality of slum settlements to make them livable. The City Without Slums Program (KOTAKU) is a solution to the problem of slum settlements, This program aims to increase access to infrastructure and basic services in slum settlements to support the creation of comfortable, productive and sustainable urban settlements. The aim of this research is to find out how to evaluate the implementation of the City Without Slums (KOTAKU) program in dealing with slum settlements in Samarinda City. The research method used is qualitative descriptive with data collection techniques derived from observation, interviews and documentation. The results of this research show that the evaluation of the implementation of the city without slums program was carried out by assessing to 6 evaluation indicators, namely: Effectiveness, Efficiency, Adequacy, Equity, Responsiveness and Accuracy. The findings in the field can be said to meet the criteria for policy evaluation indicators. However, the equity indicators in the City Without Slums program are considered to be still not evenly distributed in reducing residential areas because there are still areas where there are still no changes in several sub-districts. It can be concluded that the evaluation of the Kotaku program in Samarinda City has gone well according to the evaluation indicators, but there are still things that need to be paid attention to in the aspect of equity so that in the future the realization of the program will be more even in reducing slum areas. The recommendation in this research is that there is a need to update information regarding the evaluation of the implementation of the Kotaku program in order to add study material to this research.
