Abstract
The high rate of domestic violence against wives resulting in serious injuries indicates that legal protection as regulated in Law Number 23 of 2004 has not been optimally implemented. The issues examined include the forms of legal protection provided by the Malang City Police and the obstacles in achieving effective legal protection. The urgency lies in the gap between legal norms and their implementation, as well as the occurrence of double victimization.This study employs an empirical juridical method with statutory, conceptual, and sociological approaches. Data were collected through interviews with the Women and Children Service Unit (UPPA) of the Malang City Police and literature studies, then analyzed qualitatively. The theoretical framework uses legal protection theory by Philipus M. Hadjon and the concept of double victimization.The results indicate that legal protection has been implemented through temporary protection, legal assistance, medical services (visum et repertum), psychological rehabilitation, and coordination with related institutions for safe houses. However, several obstacles remain, including medical costs borne by victims, the complaint-based nature of the offense, limited rehabilitation services, and inadequate protection facilities. It is concluded that victims face not only violence but also barriers in accessing legal protection. Therefore, strengthening law enforcement roles, improving inter-agency coordination, and optimizing victim protection services are necessary.
