Abstract

This research examines the special treatment of elderly correctional inmates in health maintenance and improvement at Class IIB Correctional Institution Tuban. The elderly are a vulnerable group requiring health services as regulated in the Minister of Law and Human Rights Regulation Number 32 of 2018. This research employs a juridical sociological method with data collection techniques including interviews, documentation, and literature study. The findings indicate that the implementation of health maintenance and improvement for elderly inmates has not been optimal. The main problems include: ineffective health education programs due to limited healthcare personnel, suboptimal geriatric care, absence of palliative care, nutritional fulfillment not adjusted to elderly needs, non-elderly-friendly housing facilities, lack of a specialized medical team, and administrative obstacles in healthcare referrals. This research recommends the need for technical regulatory improvements, enhancement of healthcare human resources capacity, and provision of more elderly-friendly facilities and infrastructure to ensure the fulfillment of elderly inmates' health rights in accordance with human rights principles in the correctional system.
