Abstract
Community-based tourism development is important because it encourages community participation, which indirectly empowers the community and maintains the sustainability of the tourist destination. This is evident in the development of Tanaka Waterfall tourism in Bangelan Village, Wonosari District, Malang Regency, which involves the local community in its management process. This situation prompted research to analyze community involvement in every stage of tourism management. This research used a qualitative approach with a case study method to deeply understand the process of community involvement in tourism development. Data collection techniques were carried out through in-depth interviews, field observations, and documentation involving tourism managers, the local community, Karang Taruna (Youth Organization), and the village government. The data obtained were then analyzed using social capital theory, which emphasizes elements of trust, social networks, and social norms. This theory is used because community-based tourism development relies heavily on social relationships, cooperation, and solidarity among community members in achieving common goals. Based on social capital analysis, the success of this tourism development is supported by strong trust between managers and the community, extensive collaborative networks, and social norms of mutual cooperation and shared responsibility in maintaining tourism sustainability. The research results show that Tanaka Waterfall tourism development proceeds through several stages: planning, organizing, managing, and monitoring and evaluation, all of which actively involve the community. Community involvement is evident in the planning stage through deliberation, organizing through role allocation, management through tourism operations, promotion, and facility maintenance, and monitoring and evaluation through regular communication. Thus, the management of Tanaka Waterfall reflects a community-based tourism model that places the community as the primary actor in the planning, management, and evaluation of tourism activities. This strengthens social cohesion, enhances a sense of ownership of the tourist destination, and supports sustainable tourism development at the local level.
