Abstract

This study aims to assess how effective the performance of the Malang City Satpol PP is in handling violations related to billboard permits and find out the factors that are obstacles in the control process. The existence of billboards that do not have permits in Malang City is an important issue because it not only damages the beauty and spatial layout of the city, but also endangers public safety and causes the loss of the potential of Regional Original Revenue (PAD). The method applied in this study is qualitative descriptive with data collection techniques from primary and secondary sources through in-depth interviews, field observations, and documentation collection. The analysis of organizational effectiveness is carried out by referring to Gibson's theory which includes indicators of productivity, efficiency, service quality, adaptability, and organizational development.
The results of the study show that practically, the performance of the Malang City Satpol PP in regulating advertisements that do not have permits is quite effective, especially in terms of productivity and service quality. This can be seen from the implementation of regular, continuous control, and rapid response to public complaints. Satpol PP also shows the ability to adapt to various challenges in the field.
