Abstract
The Batu City Manpower Office faces obstacles in conducting job training programs due to a Google Form-based registration system that has not been integrated with the Workforce Network Information System (SiJoker). Out of 598 registrations in the April–August 2025 period, 19 duplicate data entries (3.2%) were found and the manual verification process required 24–32 working hours per period. This study aims to develop a digital job training module integrated with SiJoker using the Prototyping method to address data duplication, accelerate document verification, and improve service transparency. Development was conducted through three iterative cycles including needs identification, prototype creation, user evaluation, refinement, implementation using the Laravel framework, and Black Box Testing on 19 functional scenarios. Results show the system successfully eliminated data duplication through database constraints, integrated document verification into a centralized platform, provided real-time status monitoring with five progress stages (Registered, Documents Complete, Verified, Confirmed, Completed), and automated reporting with Excel export features. Evaluation by three staff members of Batu City Manpower Office indicated the system met implementation feasibility criteria with all features functioning according to operational needs. Functional testing validated all 19 scenarios running successfully without critical errors with responsiveness under 2 seconds. This system provides practical contributions in improving job training administration efficiency and supporting digital transformation of public services in the employment sector.
