Abstract
This research is entitled “Collaborative Governance of BUMDes Raharjo in the Development of Community-Based Strawberry Barn Tourism in Batu City”. This research is motivated by the importance of implementing collaborative governance in managing village potential, especially in developing community-based tourism. Lumbung Strawberry Tourism is managed by BUMDes Raharjo as a village business unit that integrates the agricultural and tourism sectors. In practice, tourism development involves stakeholders, namely BUMDes, village government, farmer groups, and local communities. Collaboration between actors is an important factor in ensuring program sustainability and improving the welfare of village communities. However, differences in capacity, interests and roles between actors have the potential to affect the effectiveness of the collaboration process.
This study aims to analyze the implementation of collaborative governance by the Raharjo Village-Owned Enterprise (BUMDes) in developing the community-based Strawberry Barn Tourism in Batu City. The research method used descriptive qualitative methods, with data collection techniques including interviews, observation, and document analysis. This study employed a descriptive qualitative method, with data collection techniques including interviews, observation, and document analysis. The theoretical framework used by Ansell and Gash (2008) encompasses indicators of face-to-face dialogue, trust-building, commitment to the process, and shared understanding.
The results show that the implementation of collaborative governance in the development of the community-based Strawberry Barn Tourism in Batu City demonstrates a collective effort to manage local potential through a multi-actor approach. The role of the Raharjo Village-Owned Enterprise (BUMDes) as the primary driver of collaboration is a crucial element in connecting the interests of the village government, farmer groups, and the community. The collaboration established serves not only as a mechanism for managing the tourist destination but also as an instrument for strengthening the local economy and social capital of the village community. By strengthening this framework, the development of the Strawberry Barn Tourism is expected to become a model for adaptive and sustainable community-based tourism governance.
