Abstract
The Directorate General of Population and Civil Registration, under the Ministry of Home Affairs of the Republic of Indonesia, has introduced an innovation through the launch of the Digital Population Identity (IKD) application. This application is designed to facilitate public access to population administration documents in digital form. The Population and Civil Registration Office of Malang City utilizes the Instagram Highlight feature as a medium to disseminate information about the IKD application. Therefore, it is necessary to describe the effectiveness of using this feature.
This study employs a qualitative approach with a descriptive research type. Data collection techniques include interviews with residents of Malang City who follow the Instagram account @disdukcapilkotamalang, observation of Instagram Highlight content related to IKD, and documentation. The results indicate that the effectiveness of using the Instagram Highlight feature on the @disdukcapilkotamalang account in disseminating the Digital Population Identity (IKD) application can be described through the stages of communication effect changes as proposed by Jalaluddin Rahmat. In terms of cognitive effects, Instagram Highlights help subjects understand and gain knowledge about the explanation and benefits of the IKD application. In terms of affective effects, after viewing the Highlights, subjects develop interest and intention to activate the IKD application. Finally, at the behavioral effect stage, subjects have activated the IKD application and shared the information with others.
