Abstract
This study analyzes the role of the European Union in supporting the implementation of Zero Emission Vehicles (ZEV) through the Fit for 55 policy package as part of the decarbonization agenda in the transport sector. The research adopts a qualitative approach using library research methods and applies the conceptual framework of international organization roles in global environmental politics as proposed by Pamela S. Chasek. The analysis focuses on three key roles performed by the European Union: as a provider of scientific information and policy legitimacy, as a developer of hard law and soft law instruments, and as an actor influencing the direction of national policy and development among its member states. The findings indicate that Fit for 55 functions not merely as a technical regulatory framework, but as a supranational instrument that shapes structural changes in national transport policies. Nevertheless, the implementation of ZEV continues to face challenges arising from differences in economic capacity, the interests of the automotive industry, and domestic political dynamics within member states. These findings suggest that while the European Union plays a significant role in advancing ZEV, this role remains constrained by political compromise and institutional limitations in coordinating a uniform low-emission transport transition.
