Abstract
The role of Satlinmas in the 2024 Regional Elections in Malang City is to maintain security and comfort in the environment, particularly in guarding polling stations. This study aims to analyze the role of Satlinmas and the obstacles in preparing for the 2024 Regional Elections. Using a descriptive qualitative approach with data collection techniques of observation, interviews, and documentation, the results show that recruitment proceeded smoothly according to qualification standards, although personnel placement experienced an excess of members. There were too many members for cleaning campaign materials, escorting the distribution of ballot boxes to polling stations, and escorting ballot boxes to the sub-district level. However, the effectiveness of security at polling stations was still hampered by the demographic factors of the members, where the majority of personnel were aged 45–65 years with a basic education level (elementary school). This condition affected their physical stamina and technical understanding of complex procedures.
The results of this study are expected to provide a comprehensive overview of the preparations made by the Community Protection Unit (Satlinmas) in anticipation of the 2024 regional elections in Malang City. In addition to mapping the strategic steps taken, this research is also projected to identify various obstacles in the field, so that it can be used as evaluation material in overcoming operational obstacles for the creation of optimal regional security.
Overall, the preparations made by Satlinmas Malang City for the 2024 regional elections showed significant success through a task redistribution mechanism that was able to convert excess personnel into security stability at polling stations. This success confirms the relevance of Kooten's strategy theory through four main pillars: organizational strategy (formation of structured teams and equal distribution of workloads), program strategy (training and task flexibility), resource strategy (optimization of human, material, and financial aspects), and institutional strategy. The last point was realized through intensive collaboration with the KPU, TNI, Polri, Health Office, and village officials to achieve common goals.
