Abstract

This study aims to critically examine the strategies implemented by Peduli Kasih KNDJH Malang Child Welfare Institution (LKSA) in preventing deviant behavior among foster children, as well as to identify the supporting and inhibiting factors in their implementation. a qualitative descriptive approach was employed, with data collected through in-depth interviews, participant observation, and documentation involving administrators, caregivers, and foster children. The findings reveal that the institution has implemented various preventive strategies, including discipline development, moral and religious guidance, supervision, and emotional support; however, these strategies have not been carried out optimally and consistently, as several practices remain normative and reactive and tend to emphasize behavioral control rather than addressing children's comprehensive psychosocial needs. Supporting factors include the commitment and concern of caregivers and administrators, while inhibiting factors consist of limited human resources, high caregiver-to-child ratios, and the diverse social and emotional backgrounds of foster children. This study highlights that preventing deviant behavior among foster children in LKSA Peduli Kasih KNDJH requires a more holistic, consistent, and child-centered caregiving strategy to ensure more effective and sustainable behavioral development.
