PERAN LEMBAGA PENGKAJIAN KEMASYARAKATAN DAN PEMBANGUNAN (LPKP) JAWA TIMUR DALAM PEMBERDAYAAN PEKERJA RUMAH TANGGA DI MALANG RAYA

This study aims to analyze the role of the East Java Community and Development Assessment Institute (LPKP) in the empowerment of domestic workers (PRT) in the Greater Malang region, especially in the context of the lack of adequate legal protection for domestic workers in Indonesia. Domestic workers are still vulnerable to various forms of rights violations, such as unearned wages, excessive working hours, violence, and the absence of effective grievance mechanisms. In this situation of legal vacuum, the role of civil society organizations is important as an effort to minimize the risk of injustice and losses experienced by domestic workers. This study uses a qualitative research method with an approach. The data collection technique was carried out through in-depth interviews, observations, and documentation of LPKP East Java administrators, members of Community-Based Domestic Worker Schools, and related parties. Data is analyzed using data reduction, data presentation, and conclusion drawing techniques. The results of the study show that LPKP East Java plays a role in increasing the capacity of domestic workers through community education programs, legal assistance, strengthening domestic worker organizations, and policy advocacy. The Community-Based Domestic Worker School program has been proven to contribute to increasing domestic workers' awareness of their rights, confidence, and negotiating ability in employment relationships. However, the role of LPKP still faces various obstacles, such as limited resources, uneven program coverage, and social resistance from the surrounding environment. In the research paper, it can be concluded that LPKP East Java has a strategic role in empowering domestic workers in Greater Malang, but its sustainability and effectiveness require the support of local government policies and changes in community attitudes to realize a fairer and more sustainable protection of domestic workers.
