Abstract

This study aims to evaluate the effectiveness of implementing an E-Procurement system in supporting the procurement process at Hotel Rayz, Muhammadiyah University of Malang (UMM), with an emphasis on the role of human error as a factor affecting system performance. The research approach used is descriptive qualitative with the CIPP (Context, Input, Process, and Product) evaluation model. Data collection was carried out through in-depth interviews, observations, and documentation using triangulation techniques to obtain a comprehensive understanding of the implementation of the E-Procurement system. The results showed that the implementation of E-Procurement at Rayz Hotel UMM had structured and integrated procurement flows and procedures in hotel operations, particularly in the administration and documentation of goods procurement. However, the system's effectiveness was not yet fully optimal in supporting smooth goods procurement operations. There are still obstacles in the form of data input errors, delays in the verification process, and discrepancies in goods specifications, which result in goods returns. Based on the CIPP model evaluation, the Input and Process aspects are critical points that affect Product achievement, because the limited accuracy and understanding of system users cause the procurement process to not run efficiently. These findings indicate that the implementation of E-Procurement at Hotel Rayz UMM has provided administrative and process control benefits, but still requires strengthening in terms of system implementation and control in order to minimize human error and achieve the objectives of E-Procurement optimally
