Abstract

The performance of district courts is often hampered by the high volume of cases and complex administrative procedures, resulting in lengthy case resolutions and relatively high costs for those seeking justice. The digitization of the judiciary through the E-Court system has emerged as a strategic solution to improve efficiency, accessibility, and transparency. This study aims to analyze the effectiveness of E-Court at the Kepanjen Class IA District Court in realizing the principles of simple, fast, and inexpensive justice, as well as identifying obstacles to its implementation. A descriptive-analytical empirical legal method was used with a normative study of PERMA Number 7 of 2022 and empirical data from in-depth interviews with the Junior Civil Court Clerk and PTSP Officers, case administration observations, and analysis of official documents. The results show that it simplifies procedures, speeds up court proceedings, increases cost transparency, and facilitates access through e-Filing, e-Payment, e-Summons, and e-Litigation. Obstacles include limited digital literacy, technical errors, infrastructure limitations, and digital access gaps. The study recommends strengthening human resources, improving IT quality, providing assistance to those seeking justice, and implementing inclusive strategies, while also contributing academically and practically to judicial reform in the digital era
