Abstract
This study aims to analyze the readiness of the Sumberejo Village Government in implementing e-government as an effort to improve public services. The background of this research arises from the community’s need for services that are faster, more transparent, and more efficient in the digital era. The village government is required to adapt to technological developments in order to provide services that meet the expectations of its citizens. This research was conducted using a qualitative approach with a case study in Sumberejo Village, Batu District, Batu City. Data were collected through in-depth interviews, direct field observations, and documentation from various relevant sources. The focus of this study lies on three main components: (1) infrastructure readiness, (2) readiness of village officials, and (3) community readiness.
The research findings show that the technological infrastructure in Sumberejo Village is relatively adequate, with internet networks and supporting devices already available. However, there are technical obstacles because the network coverage is not evenly distributed across the entire village. Although the village officials are enthusiastic about keeping up with technological developments, their digital skills are still limited and need to be improved through training. The level of digital literacy among the community is still low. Most residents prefer to use manual systems because they are not accustomed to technology-based services. The main factors causing the community’s reluctance to use digital services are their habits and age. This indicates that the community is not yet ready to fully implement e-government.
Based on the analysis of the readiness of the Sumberejo Village Government in implementing e-government for public services, it can be concluded that the village government is not yet fully prepared to adopt e-government in delivering public services. Although technological infrastructure is available, it is not evenly distributed. The village officials are motivated to learn, but they do not yet possess sufficient digital skills. Meanwhile, the community in general is not accustomed to using technology and feels more comfortable with manual systems. These conditions indicate that the village’s readiness still faces various obstacles that need to be addressed immediately.
