Abstract

Industrial Relations Mediation is one of the preferred mechanisms for resolving industrial relations disputes prior to litigation. The purpose of meditation is to create a quick, fair, and simple resolution through deliberation. This study aims to assess the effectiveness of mediation in resolving industrial relations disputes at the Blitar City’s Office of Cooperatives, SMEs, and Manpower, as well as identify the factors that support and hinder the meditation process. The method used is sociological legal research with an empirical approach through interviews and documentation studies. The results of this study indicate that the implementation of mediation at the Blitar City Cooperative, SME, and Manpower Office mostly refers to success (agreement), which is marked by the majority of cases being resolved through mutual agreement. Mediation is also considered efficient in terms of time and cost, while in terms of effectiveness according to Soerjono Soekanto's theory, the aspect of agreement is considered effective, but the aspects of law enforcement, legal facilities or infrastructure, and the community are considered ineffective. Therefore, it is necessary to improve the quality of mediators, improve mediation facilities, and provide legal education to workers and employers in order to increase the effectiveness of mediation and strengthen harmonious industrial relations.
