As for the research methodology used by researchers is socio-legal research. restoring the role and function of the MPR as the shaper of the GBHN by focusing on tactical strategies on how to realize the vision (mission) in order to realize sustainable national development in accordance with a democratic rule of law with the concept of a welfare state. Although later on it will restore the role of the MPR through amendments to the state constitution, policy makers must also pay attention not to make the MPR a super-power institution and become an institution that cannot be controlled so that it will have an impact on state chaos.
