Abstract
This study aims to analyze Timor-Leste’s interests in joining ASEAN by using the theory of complex interdependence proposed by Joseph Nye and Robert Keohane. This theory examines relationships of mutual dependence among states that are shaped by political and economic power as well as mutually beneficial interactions. Timor-Leste, as the youngest country in Southeast Asia, faces significant economic challenges, including its dependence on the oil and gas sector, which makes it vulnerable to fluctuations in global energy prices. By joining ASEAN, Timor-Leste has the potential to strengthen its position in the region through mutually beneficial economic and political cooperation. The results of the study indicate that ASEAN membership provides Timor-Leste with opportunities to access wider markets, attract investment, and diversify its economy into more sustainable sectors. In addition, ASEAN offers Timor-Leste opportunities to reduce its dependence on the energy sector, strengthen diplomatic relations with neighboring countries, and enhance human resource capacity through education and training programs. In this context, complex interdependence theory helps explain how Timor-Leste builds mutually beneficial interdependence with ASEAN member states, which can accelerate domestic economic development and political stability.
