Abstract

This study analyzes how the implementation of UNESCO's Global Citizenship Education (GCED) contributes to the realization of Sustainable Development Goal 4 (SDG 4), through a case study of Canggu Community School (CCS) as the only international school in Indonesia that is part of the UNESCO Associated Schools Network (ASPnet). This study uses descriptive qualitative methods with a case study approach, based on interview data, observation, and documentation. This study combines Norm Diffusion Theory (Finnemore & Sikkink) with the concept of Global Citizenship Education (GCED), which is used to explain how CCS acts as a non-state actor in the process of global norm diffusion related to GCED. The results of this study indicate that CCS adopts and internalizes GCED values through its curriculum, pedagogical practices, and internal and external activities. The findings show that CCS not only functions as an adopter of UNESCO ASPnet GCED norms but also acts as a normative agent through the stages of norm cascade and norm internalization. This implementation has been proven to support the achievement of SDG 4, particularly target 4.7 on education for sustainable development and global citizenship. This study emphasizes the importance of international schools in disseminating global norms and values, while also providing empirical contributions to international studies on the role of non-state actors in the diffusion of global educational norms.
