Abstract

The industrial policy limiting milk procurement quotas in Nongkojajar, Pasuruan has created substantial impacts on local dairy farmers. This study aims to examine the social and economic effects of the policy, analyze farmers’ perceptions, and identify their adaptive strategies. A mixed method purposive sampling method was used, with 32 farmers sampled. The data were analyzed using descriptive tables and percentages. Results show that the farmers’ social conditions remain relatively stable, with harmonious relationships and strong family support, although some farmers experienced increased tension and difficulties accessing social services. Economically, the policy caused significant challenges: most farmers reported decreased income, rising operational costs, and losses due to unabsorbed milk production. Farmers’ perceptions toward the policy were predominantly negative, driven by limited transparency and low confidence in government and industry support. Common strategies adopted included strengthening cooperatives, diversifying income sources, and expanding independent marketing networks. The study recommends policy revision, improved communication between industry and farmers, and strengthening cooperative institutions to support the sustainability of dairy farming.
