Abstract

This study discusses the program planning carried out by the Batu City Manpower Office to improve the quality and productivity of the city's workforce. The background to this problem stems from the gap between workforce skills and industry needs in Batu City, followed by the high unemployment rate in Batu City. This situation led to the creation of this program as a strategic step taken by the Batu City Manpower Office to address these issues. The local government is striving to design a more appropriate training program so that the workforce has skills that meet the needs of the field.
The purpose of this study is to determine the stages of training program planning, from identification to approval. This research used a qualitative approach, collecting data through interviews, documentation studies, and secondary data collection from several agencies. The study focused on the outcomes stage, derived from Kettner's theory: input, process, output, and impact. This stage was chosen because it was deemed most relevant to assessing the initial results of the program planning designed by the Batu City Manpower Office.
The research results show that the Batu City Manpower Office has designed several training programs tailored to the needs of the local workforce. The planning process was carried out through inter-sectoral coordination involving parties such as SPSI, PHRI, and Apindo. Although the evaluation phase has not yet been implemented, this step reflects the local government's commitment to improving workforce quality and community productivity.
