Abstract
This research is motivated by issues of gender inequality and limited access
to education for women in Sumberejo Village, Batu City. Women continue to
experience marginalization in the public sphere, restricted participation in
decision-making, and limited opportunities to develop their potential. Through the
Village Women’s School (SPD), the community initiated a non-formal education
based empowerment program to improve women’s knowledge, skills, and roles in
village development.
The purpose of this study is to describe the form of collaboration between
the government and civil society in organizing the Village Women’s School, as well
as to identify supporting and inhibiting factors in its implementation. This research
employs a qualitative descriptive approach. Data were collected through
observation, in-depth interviews with SPD managers, participants, and village
officials, as well as documentation related to women’s empowerment programs.
The findings reveal that collaboration in the implementation of the Village
Women’s School in Sumberejo follows a Collaborative Governance model involving
the government, civil society, and local community support. The village government
plays a role in providing regulations and facilities, while civil society contributes
through mentoring, training, and mobilizing participants. Collaboration between
the government and civil society through the Village Women’s School is an effective
strategy for empowering rural women. The success of the program is strongly
influenced by trust among actors, facilitative leadership, and commitment to
positioning women as subjects of development. This study recommends
strengthening stakeholder coordination, enhancing policy support, and ensuring
adequate resources to guarantee program sustainability.
