Abstract
This research is motivated by the issue of suboptimal public awareness of population document ownership in Malang Regency. This low awareness is often caused by a lack of socialization and education regarding the importance of population document ownership, and lengthy and complicated procedures often discourage people from applying. The Desaku Tuntas program launched by the Malang Regency Population and Civil Registration Office is an effort to increase population document ownership, especially among communities in remote areas.
The purpose of this study was to examine the effectiveness of the Desaku Tuntas program, an innovation by the Malang Regency Population and Civil Registration Office, in achieving excellent service and to identify factors that hinder its implementation. This study used qualitative methods with a descriptive approach. Data were collected through observation, interviews, and documentation of the Desaku Tuntas program.
The research results show that with the Desaku Tuntas Program in collaboration with the village, the community does not need to come directly to the Dispendukcapil office to process population documents such as making Family Cards (KK), Birth Certificates, Death Certificates, Resident Identity Cards (KTP), Child Identity Cards (KIA) and Change of Domicile Letters. Dispendukcapil plays a role in providing training and outreach to villages regarding the mechanisms in processing population documents. The research concludes that although the Desaku Tuntas Program has made a positive contribution to services, further efforts are still needed, such as intensifying outreach to all villages.
