Abstract
The research discusses the low level of business legality in Malang Regency, where only a small percentage of micro, small, and medium-sized enterprises (MSMEs) are officially registered. This is due to hindering factors such as difficult geographical conditions, limited internet connectivity, a lack of public understanding of legality, suboptimal service times, and the complexity of collecting business data. The research aims to analyze business mentoring and legal compliance service innovations thru the PUAS program. Data collection techniques include interviews, observation, and document analysis. Data analysis is conducted using triangulation to ensure validity, focusing on the concepts of relative advantage, compatibility, complexity, triability, and observability according to Rogers' concept, as well as the principles of new public service according to Denhardt.
The research results show that the PUAS innovation successfully reduced administrative barriers thru a door-to-door service, although its implementation is still hindered by access to technology and public awareness of the importance of technology. It is recommended to periodically evaluate the impact of public service innovation on business actors to measure satisfaction levels, service implementation quality, and the contribution of innovation in increasing compliance with business legality. Further research could analyze the more integrated use of information technology by beneficiaries and accurate data management to support the implementation of the PUAS program, particularly in the aspects of data collection, monitoring, and communication between the government and the community. Further research is suggested to conduct a more detailed study of the various barriers to public sector innovation, both internal and external, in order to formulate more comprehensive solutions.
