Abstract
Tulungagung Regency plays a strategic role in supporting the connectivity of southern East Java through the development of the South Cross Road (JLS). One of its access routes is the Pantai Sine–Kalibatur section with a length of ±10 km, of which ±6 km is currently damaged with cracks, potholes, surface peeling, and rutting. This study aims to evaluate pavement conditions using the Pavement Condition Index (PCI) method and to determine appropriate repair alternatives based on Bina Marga 2024 guidelines. The analysis results show an average PCI value of 46.65 (fair category) with segment distribution of 10% very poor, 20% poor, 35% fair, and 35% good. Based on the CESA5 value of 879,311.53 (< 2 × 10⁶ ESA5), the recommended flexible pavement structure consists of AC-WC 40 mm, AC-BC 60 mm, and LFA Class A 400 mm. The main treatment selected is patching and overlay, with an estimated rehabilitation cost of Rp 13,2 billion for a 6 km × 4 m section. The application of this method is expected to improve pavement performance, enhance road safety, and support smooth distribution of goods and services in Tulungagung Regency.
