Abstract
Information systems are essential in facilitating the operational activities of government institutions, including the Balai Besar Inseminasi Buatan (BBIB) Singosari, Malang. Currently, BBIB faces challenges related to the fragmentation of its information systems across multiple separate web platforms, resulting in inefficiencies among employees. To address these issues, this study proposes the design of a personnel and stock management information system by employing the Design Thinking methodology. This user-centered approach is structured into five phases: Empathize, Define, Ideate, Prototype, and Test. The objective of this research is to develop an intuitive and visually appealing user interface (UI) capable of improving work productivity. The outcome of this study is a high-fidelity prototype incorporating core features such as online attendance, task assignments, office information, leave requests, and official travel management. The findings are expected to offer an integrated solution for BBIB’s operational needs and significantly improve the user experience by aligning system functionalities with actual user requirements.
