Abstract

Village Owned Enterprises (BUMDes) play a strategic role in driving local economic development, particularly in tourism villages with significant potential. However, institutional challenges, such as weak organizational structures, limited human resource capacity, inadequate capital, and underutilization of digital technology, remain obstacles to achieving village economic independence. BUMDes Bejo also faces this situation in Torongrejo Tourism Village, Batu, which necessitates institutional innovation to adapt to the changing dynamics of community needs and the development of the tourism sector.
This study aims to analyze the institutional innovation of Village-Owned Enterprises (BUMDes) in supporting local economic strengthening in Torongrejo Tourism Village. The study employed a qualitative method with a case study approach, through in-depth interviews, observation, and documentation. The research informants consisted of the BUMDes head, the village secretary, and the BUMDes secretary, selected using a purposive sampling technique. Data were analyzed using the Miles and Huberman model through the stages of data reduction, data presentation, and conclusion drawing. The focus of this research is four components: 1) Restructuring Village Owned Enterprises (BUMDes) organizations, 2) Creating innovative policies, 3) Developing human resource capacity, and 4) Adopting digital technology.
The results of the study indicate that the institutional innovation carried out by BUMDes Bejo includes organizational restructuring by establishing three business units (tourism, agriculture and livestock, and trade and services), the creation of innovative policies in the form of micro-business incentives and asset-based partnerships, human resource capacity development through entrepreneurship and management training, and the adoption of digital technology through social media and online reservation platforms. These innovations have been proven to have a positive impact on increasing village economic independence; however, their sustainability remains influenced by community participation and consistent management. In conclusion, BUMDes Bejo is poised to become a driving force for the village economy through adaptive, participatory, and technology-based institutional innovation, which can serve as a model for other BUMDes in Indonesia.
