Abstract
The conflict began with dissatisfaction among some Libyan people with the leadership of Muammar Khadafi, thus creating a civil war between the Pro-Khadafi and the opposition- Khadafi communities. The United Nations (UN) sent the North Atlantic Treaty Organization (NATO) to resolve the conflict in Libya in accordance with UN Security Council Resolution No. S/RES/1973. In this mission, NATO conducted an operation called Operation Unified Protector with the aim of protecting civilians and enforcing a no-fly zone. This study uses the concept of the principles of International Humanitarian Law. The research method uses a descriptive research type with a qualitative approach. With the aim of the research to be able to analyze the extent of the attack when viewed from International Humanitarian Law. This study shows that the airstrikes carried out by NATO with the aim of protecting civilians actually violated the rules of the principles of International Humanitarian Law, NATO carried out attacks that have caused casualties, injuries to civilians, or damage to civilian buildings, so that the impact is greater than the direct military benefits intended to be achieved. In addition, NATO also carried out attacks that caused many civilian casualties, so that in this attack NATO has also violated the principle of distinction that cannot distinguish between military targets and civilians. Based on the Precaution principle, this is clearly a violation because in several NATO airstrikes in Libya, there were civilian casualties which could have been avoided if target verification steps had been carried out more carefully.
