Abstract

Collaborative Governance is a government regulation strategy as a policy in the decision-making process collectively and formally, consensus-oriented, and deliberative aimed at making or implementing public policies, managing public programs or assets. The purpose of this research is to find out the government's collaborative governance in the Malang Creative Center (MCC) building in Malang City.
This study uses a Qualitative Descriptive research method using data collection techniques through interviews with one of the employees from the Malang City DISKOPINDAG who manages the Malang City MCC as well as secondary data from journals or data related to this research. This research adopts the theory of Collaborative Governance by Ansell and Gash with the collaboration process carried out namely
Commitment to Processes in Collaboration, Sustainability, and Monitoring and
Evaluation in the development of Malang Creative Center (MCC), Mutual Understanding of Program Sustainability, Operational Mechanism and Branding and
Monitoring in the development of Malang Creative Center (MCC) as well as
Intermediate Results with the Creation of Creative Events and the Emergence of Collaboration Between Sectors in the development of the Malang Creative Center (MCC).
The results of this study show that the Government Collaborative Governance in developing the Malang Creative Center (MCC) is carried out by the Malang City DISKOPINDAG with hexahelix/collaborators running quite well and in accordance with the existing collaboration process. Where there is effective 2 (two) way communication, building trust through transparency in the publication of income statements, commitment to education and training, commitment to sustainability and commitment to monitoring and evaluation. Followed by a shared understanding of the importance of resource support, understanding of MCC's operational mechanism and understanding of branding and promotion, and ending with the creation of creative events consistently so as to increase the growth of Creative MSMEs and the emergence of new collaborations between sectors. It ended with the Intermediate Results with the Creation of a Creative Event which is an annual city-scale creative event and the emergence of Collaboration Between Sectors in the development of the Malang Creative Center (MCC).
