Abstract
The alleged Pertamina corruption case from 2018-2023 has become a public focus because it caused significant losses to the state and directly impacted public trust in strategic state-owned enterprises in the energy sector. The Pertamax adulteration scandal with RON 90 that was revealed in February-March 2025 shows how energy governance issues are not only related to legal aspects, but also affect the broad public interest as fuel consumers. In this context, the mass media plays an important role in framing the issue so that the public can understand the problem critically. This study aims to analyze how Kompas.com and Tempo.co frame their coverage of the alleged Pertamina corruption case and the editorial bias in constructing reality.
This research utilizes Zhongdang Pan and Gerald M. Kosicki's framing theory with four analytical tools: syntactic, script, thematic, and rhetorical. The approach used is descriptive qualitative with a unit of analysis of 12 news articles, six from Kompas.com and six from Tempo.co, during the period of February 25 - March 25, 2025. Data was collected thru news text documentation and then analyzed using the Pan & Kosicki framework to trace the discourse structures constructed by both media. Additionally, the Hierarchy of Influence on Media Content theory by Shoemaker and Reese was used as a supporting theory to explain both internal and external factors influencing the construction of media content.
The research results indicate differences in character when framing the issue of Pertamina corruption. Kompas.com tends to emphasize the legal and procedural aspects by highlighting quotes from law enforcement officials and showcasing the state's legitimacy. Conversely, Tempo.co is more critical with an investigative approach, highlighting the modus operandi of the counterfeit products, the network of actors involved, and amplifying public and NGO voices. This difference influences how readers understand the issue: Kompas builds an image as a cautious mainstream media outlet, while Tempo presents itself as a watchdog critical of the government and state-owned enterprises. Therefore, it can be concluded that media framing plays a significant role in shaping public opinion, with Kompas emphasizing institutional legality and Tempo emphasizing social control thru investigation and criticism.
