Abstract

Building a country requires attention to leadership in developing countries, especially at the local government level, as outlined in Law No. 23 of 2014. Lurah, or village heads, play a critical role in mediating government policies and improving community welfare. Effective leadership correlates with improved employee performance and discipline, which is challenged by high absenteeism rates in Kelurahan Tlogomas.
This study aims to analyse the impact of Lurah leadership on employee discipline and provide practical recommendations for government leadership strategies to improve the effectiveness of public services. The research method used is qualitative method with descriptive research type. The data collection techniques used were participant observation techniques, in-depth interviews, and documentation. Then the data was analysed using qualitative data analysis techniques with a descriptive approach consisting of data collection, data reduction, data presentation, and conclusions.
Research shows that adaptable and transformational leadership styles can significantly improve employee motivation and compliance.
