Abstract
This study examines how the government introduced the BOS Fund (School Operational Assistance) policy through the Ministry of Education as a partner in the revitalization of the government's compulsory education program. The School Operational Assistance Fund is a government program that primarily provides funds to support the compulsory education program. In Malang City itself, the School Operational Assistance fund increasingly provides opportunities for the community regarding the issue of free schools. So far, the implementation of the School Operational Assistance policy in Malang City has been quite good.
The method used is a qualitative method, a method that functions to describe or provide an overview of the object being studied through data that has been collected as it is when the research is carried out. For data collection techniques by interview, observation and documentation. While the research subjects consist of the Head of the Planning Division of the Education Office and the School Operational Assistance Fund Management Staff of the Planning Division of the Education Office, as key informants in this study. The purpose of this study is to determine the development of the Implementation of the Regional School Operational Assistance Policy at the Junior High School level in Malang City and to determine the inhibiting factors in the Implementation. Data analysis includes data collection, data analysis, data presentation, then drawing conclusions.
The results of the study have shown that the Implementation of the Regional School Operational Assistance Policy at the Junior High School level in Malang City has been running according to the objectives and according to technical instructions. All junior high schools in Malang City have received School Operational Assistance funds and have been quite good in managing them. However, there are still inhibiting factors that occur, namely the high urgency of school needs so that BOS funds cannot be disbursed quickly and there are still errors in recording accounts in using School Operational Assistance (BOS) funds. Therefore, the right advice for schools that still make mistakes is expected to be more careful and the Education Office is expected to be stricter in supervision so that no more mistakes occur. From these inhibiting factors, informants cannot provide valid data so that there is no definite data to be presented in the study.
