Abstract

The implementation of Occupational Safety and Health (OHS) is a crucial
aspect in the construction industry, which carries a high risk of workplace accidents.
In the context of the construction of the Blitar City Library Service Facility
Building, the urgency of OHS is crucial to ensure worker safety and project
continuity. This study aims to analyze the level of OHS implementation and
evaluate its impact on occupational safety and well-being at the project site.
Problems arise when workplace accidents continue to occur despite the use of
Personal Protective Equipment (PPE) according to standards, necessitating an indepth study to identify factors influencing the effectiveness of OHS
implementation.
This study employed a mixed methods methodology with a qualitative and
quantitative descriptive approach. Primary data were obtained through direct
observation and interviews with stakeholders and project HSE staff, while
secondary data were collected from project documentation such as the Work Plan
(RKS), Work Plan (RKK), and the Work Safety Assessment (JSA) report. Data
analysis techniques included scoring OHS implementation indicators based on
Government Regulation No. 50 of 2012 and regression analysis to examine the
relationship between management, implementation, and supervision factors and the
success of OHS implementation. Triangulation of sources and techniques was used
to maintain data validity.
The results of the study indicate that the implementation of OHS in the Blitar
City Library Service Facility Building construction project is considered
satisfactory, with an average score of 86% for PPE use and 94% for emergency
management. The main influencing factors are management commitment, worker
discipline, and strict field supervision. Consistent OHS implementation has
successfully created a safer work environment and reduced the number of
workplace accidents, although several obstacles remain, such as worker
disobedience in the overall use of PPE. Recommendations are provided for
improving OHS education and routine inspections to ensure the sustainability of
safety standards in the future.
