Abstract
This study aims to analyze the Japanese government’s efforts to increase the birth rate during the administration of Prime Minister Fumio Kishida, when Japan was experiencing an urgent phenomenon of declining birth rates known as “shoushika.” This study examines various public policies created to address this demographic challenge, including the Angel Plan initiated in 1994, which aimed to support parents in raising children through counseling and encouraging father involvement in childcare.
This analysis uses a qualitative descriptive approach, utilizing a literature review to collect data on the effectiveness of these policies and their impact on family dynamics and societal attitudes toward childcare. This study shows that while the government has made progress in addressing the shoushika phenomenon, challenges remain, particularly in ensuring adequate childcare resources and balancing work commitments with family responsibilities.
